MANILA, Philippines -- Commission on Elections (Comelec) chairman Benjamin Abalos Sr. brushed aside accusations that President Gloria Macapagal-Arroyo engaged in vote-buying on Labor Day, Tuesday, when she promised more workers’ benefits if the administration dominates the May 14 elections.
