MANILA, Philippines -- President Gloria Macapagal-Arroyo has granted executive clemency to 38 convicts, three of them women, during the Holy Week, radio station dzBB reported on Sunday.
***Now she does another Pilate move. If we can't punish them, just let them all go. We are spending millions for these prisoners. We spent a lot just for death penalty and now we have scrapped it. What a bunch of hypocrites. Stupid hypocrites.
