COTABATO CITY, Philippines -- Education officials in Central Mindanao and in the Autonomous Region in Muslim Mindanao (ARMM) have confirmed the soaring number of enrollees this school year, but the two regions, just like other areas in the country, lack classrooms, text books and teachers.
