MANILA, Philippines -- Former elections commissioner Virgilio Garcillano has conceded defeat in the congressional race in the province of Bukidnon. In a live interview on television, Garcillano said he gave up the fight against Malou Acosta, sister of incumbent Congressman Nereus Acosta, as early as Monday night.
