MANILA, Philippines -- Justice Secretary Raul Gonzalez’s offer of P10,000 to Iloilo barangay (village) chairs who would deliver a 12-0 sweep for Team Unity’s senatorial candidates in their areas in the May 14 elections Monday drew a disbarment complaint and a corruption charge.
