MANILA, Philippines -- The Parish Pastoral Council for Responsible Voting (PPCRV) sought the help of the Comelec on Monday following reports that some election officers in the Bagong Diwa Elementary School in Pandacan, Manila, were asking voters to sign blank sheets of paper before allowing them to vote.
