MANILA, Philipines -- Former presidents Fidel Ramos and Joseph Estrada never missed attending the commemoration of the Fall of Bataan on April 9, except for that one time when Ramos re-scheduled the celebration to April 13 in 1998 because of a presidential trip to the United States.
