BAGUIO CITY, Philippines -- The country's three major oil industry players -- Shell, Petron and Chevron (formerly Caltex) -- allay fears that the Pandacan oil depot in Manila is a "ticking time bomb" vulnerable to a terrorist attack or any accident that would endanger the community around the facility.
