No comment?

Comelec execs on DoJ chief’s offer for votes: ‘No comment’

MANILA, Philippines -- Officials of the Commission on Elections (Comelec) refused to comment on Justice Secretary Raul Gonzalez’ offer of P10,000 for every barangay (village) captain of Iloilo City who delivers a 12-0 sweep for the administration senatorial slate.

***That's what you get.  These people should have at least said, "We will look into that".  Or, that there should be a formal complaint etc.  But saying it outright that they have no comment, means that they are either afraid of Gonzales, or they are politically tied to him, and would not want to to say anything that will harm the administration. 

But they are supposed to be impartial, right?

Question.  What if it is Erap who says something like this?  Will it be vote-buying?
