Justice Secretary Raul Gonzalez seems to have a knack for making careless statements. This time his statement that Julia Campbell, the slain American Peace Corps volunteer, was "careless" got the ire of some Filipinos here and abroad, including the party-list of the women's rights group Gabriela.
