KIDAPAWAN CITY--She just had a haircut in a beauty salon. It was her last. Congressional candidate Solema Jubilan, 62, was inside her vehicle when the gun of her nephew, PO1 Zafiro Jubilan Moreno, went off, hitting her in the back, at around 7:45 p.m. Saturday.
